I am not an Aruba guy but my understanding of web redirect on Aruba is that it is tied to a user role. ISE 2.0 can generate a static redirect URL as part of 3rd party device support that you can enter to Aruba user role. You can then configure ISE to dynamically assign user role upon .1x auth to achieve web redirect effect. So if the Aruba model allows you to do this, I can't see why it wouldn't work.
